This article aims to analyze the leadership that social workers had inconstructing the Public Social Services System in Spain. The development of this system, as the fourth support of Welfare State, implied to design a public network of attention for citizens placed in the nearest scope to their demands and necessities, the municipality. Professionals of Social Work had a question less leadership within structuring this welfare mainstay, not only they started it but, since the approval of 1978 Spanish Constitution, they were who design it,plan it and organize it.Downloads
