Abstract

As soon as the «Mayandía Project» is in the hands of Primo de Rivera and just before the project was sent to the Higher Council of Railways in order to issue areport as usual, he delivers it to Flores de Lemus. The dictator, with little knowledge on matters concerning the exploitation of the railway system, needs to hear the opinion of an expert on the subject, who at the same time has to be an entirely reliable person. Both virtues are met in the person of Flores who, in spite of the littletime given to perform the task, writes a «confidential report» and sends it to the prime minister. In this document, housed in the National Historic Archive and unpublished to date, Flores makes his own remarks on the project´s most note worthypoints. Because of its relevance, in this new paper the aim is to study the content of this writting where Flores de Lemus proves once again, his deep understanding of the railway sector´s problems and the many ins and outs underlying the actions taken by the big companies.
