Immigrant Integration Governance and Local Development Models in “Left-Behind” Places

Resumen

En un contexto de declive demográfico y emigración desde los territorios del interior de Portugal, las autoridades locales posicionan cada vez más la migración internacional como una palanca para la revitalización rural. Adoptando una perspectiva de base territorial, este artículo analiza la aparición de modelos locales de gobernanza de la integración de inmigrantes desarrollados en dos municipios rurales en proceso de diversificación. A partir de entrevistas con 30 expertos locales, mostramos cómo la lógica de desarrollo más amplia de cada municipio condiciona las políticas, o no políticas, adoptadas posteriormente para abordar la migración y la diversidad. Se contrastan dos contextos locales: uno basado en un modelo tradicional de crecimiento asentado en la agroindustria, en la región del Baxio Alentejo, y otro sustentado en un modelo de marca territorial (place branding) e innovación rural, en la región de la Beira Baixa. Analizamos cómo la dependencia de fondos externos, a menudo procedentes de la UE, genera un modo de “gobernanza impulsada por proyectos” (Ponzo y Milazzo, 2026), y cómo los actores locales gestionan esa inestabilidad. Por último, examinamos cómo el auge del descontento político en ambas zonas está reconfigurando la política local de integración de los migrantes.
