Humanitarismo y refugio: la gobernanza ambigua de la protección internacional en Madrid desde la perspectiva de los actores institucionales

El incremento de la llegada de personas desplazadas forzadas a la Unión Europea ha intensificado la articulación de políticas migratorias securitarias con políticas de atención humanitaria, dando lugar a la producción de fronteras humanitarias. Su estudio se ha centrado, sobre todo, en las fronteras humanitarias exteriores y mucho menos en las interiores. La principal contribución analítica de este artículo es la identificación y conceptualización de la categoría etnográfica del “no-solicitante” situada en el contexto político y social de una frontera humanitaria interna como herramienta para revelar los mecanismos de la gobernanza ambigua de la protección internacional. Para ello, me he basado en un estudio etnográfico realizado en la ciudad de Madrid en el periodo 2022-2024 a partir de la realización de 22 entrevistas en profundidad especialmente a actores institucionales (20 entrevistas a trabajadores humanitarios de ONG del sistema de acogida y 2 a técnicos de la Administración Pública del Estado).
