Abstract

Based on Norman Daniels’ interpretation of healthcare as a requirement for the normal functioning of the human species, we analyse healthcare rationing by applying it to the COVID-19 pandemic in Mozambique, a healthcare system that has scant resources. The fight against Sars-cov-2 has led to neglecting diseases that constitute a public health problem. This forces us to reflect on distributive justice within the context of healthcare.
