Terrorist attacks on September 11, 2001, lead to a military intervention in Afghanistan that had even implied a NATO response. Much has been said about Taliban insurgency and the Afghan capacity to defeat it, mainly after the recent drawdown of Western troops from the country. But that military intervention has consisted in a great effort to develop Afghan governance capacity as well. This article will show what has been done and achieved in the last ten years, and how these times of Western presence in the country have leverage the nascent Afghan government, still weak and in progress.
