The daily practice of citizenship entitlements in Welfare Public Services

This paper studies the access to social entitlements understood as citizenship rights. Beyond formal recognition, I analyze the practice of rights within the relationship between citizens and public services. I focus on the interactions between civil servants and citizens, who place themselves differently with respect to social rights, in a range from the total consciousness of their entitlements to the total ignorance of rights and procedure. I observe the role played by civil servants in dealing with this diversity. We will see if, through a different treatment, civil servants reproduce stereotypes or, on the contrary, if they act in orderto guarantee equal access.Downloads
