Crisis económicas: un problema constitucional

Este trabajo analiza la reacción de la Unión Europea ante la crisis económica provocada por la COVID. Para entender la relevancia constitucional de las medidas adoptadas, se comienza recordando el problema político que implican las asimetrías económicas. Desde ese punto de partida se estudia el papel que ha jugado la integración europea en la resolución de este tipo de problema. En este contexto se analiza primero la respuesta que se creó en la crisis de 2008 y la que se ha puesto en marcha en la crisis de 2020. En ambos casos se ha dado lugar a una serie de medidas que suponen una sustancial transformación de los principios político-constitucionales que organizan la gobernanza económica en la Unión. Se termina con una reflexión sobre las dificultades de abordar análisis de lege ferenda en el campo del derecho constitucional de la Unión.
