La “responsabilidad de proteger” a las personas desplazadas internamente. Avances desde la Unión Africana: La Convención de Kampala

Resumen

Nacido de la concepción de “soberanía como responsabilidad”, el principio de “responsabilidad de proteger” (R2P) empezó y se desarrolló, en gran medida, en elcontexto de los desplazamientos internos. Sus raíces intelectuales se remontan a las estrategias internacionales de protección y asistencia a las personas desplazadas internamente (PDI), durante la década de los noventa del pretérito siglo XX. Antela creciente tendencia a disociar R2P y PDI, el artículo examina la iniciativa de la Unión Africana (UA) que, por medio de la Convención de Kampala, reconduce eldebate y ubica los desplazamientos internos en el ámbito normativo y operativo de este principio (R2P), al tiempo que contribuye a su avance.
