Facto refugees
Abstract
The “newly created” States which reached their independence as a result of the United Nations decolonizing efforts, have been the breeding ground for the so called “new refugees” “odre facto refugees”. The reason for this is that these States have weak so-ve reignties which cannot become strong because of their poor e-co nomies. This situation has lead to endless civil wars and, consequently, has forced displacements on large number of their population. The tragedy which is now being lived in the Region of the Great Lakes is a terrible example.
