One year is a short period of time to assess the action of a minister in charged of a governmental department, considering that ordinary legislative periods consist of four years according to Spanish legislation. Nevertheless the one-year period is sufficient to evaluate the measures that have begun to be enforced, to attempt to see their relation with the electoral program, and to verify what in fact are the preferred courses of action - above all in the case of a government that, not having an absolute majority, is forced in its action to enhance sorne areas over others and to choose for an area specific policies that, for being amenable to an agreement with other parties, allow it to govern. This applies not only to the entirety of the government's action, but especially to the Ministry of Education, Science and Sports, the name that the new Socialist governmental department adopted after the change.Downloads
