Why Did the Mercosur-EU Agreement Conclude? An Analysis from Process Tracing and Autonomy

On May 1, 2026, after twenty-five years of negotiations, the trade component of the association agreement between the Southern Common Market (Mercosur) and the European Union (EU) provisionally entered into force. By using the process tracing methodology and an autonomist theoretical approach, after a brief introduction, this article analyzes the question of the ups and downs and main milestones of the interregional negotiation within its regional and global context. In a third section, it explores the causes and motivations of both blocs for concluding the negotiations, according to the hypothesis that autonomy has been the main reason behind. The conclusions summarize the main findings of the research aimed at explaining the outcome of the EU-Mercosur process and explore future scenarios.
