The motu proprio «As a loving mother» on the light of the Canon Law Code

The m.p. As a loving mother provides the dismissal of the diocesan bishop for negligence in performing his pastoral office. The Code of Canon Law contains norms regarding the loss of an office. Among them, c. 1389 §2, and even cc. 1740-1747, provide relevant elements for an evaluation of this m.p. of Pope Francis, which seems to relegate the penal proceeding in this cases when they regard the diocesan bishop, in exchange for a harder handling of them.
