La huelga general celebrada en Asturias en octubre puso de manifiesto una grave situación de tensión económica y social provocada por los planes de reestructuración de la industria minera y por los limitados resultados de las medidas aplicadas anteriormente al sector siderúrgico. Dado que ambas actividades constituían la base de la economía regional, el conflicto reflejó la preocupación existente ante el futuro económico y laboral del Principado.
